I haven't tried disabling the latter, so I'll try that, but if possible I'd prefer to keep it, because the slightly varying speeds on highways distributes highway traffic slightly better (a bit more of a steady stream instead rather than occasional 'batches' of vehicles). Ever since I started my current map, if discounting NExt and Roads United, the only traffic mod I've been using is Traffic Manager + Enhanced AI (the old one) and Realistic Vehicle Speed.
